This workstream focuses on strengthening how safeguarding partnerships across the North West understand and respond to fairness and belonging for everyone (formerly EEDIB). It aims to support more consistent, joined-up practice so that all children, families and communities are treated fairly and feel they belong.
Who we are working with
This work is being delivered in partnership with Laurelle Brown Training and Consultancy, working closely with safeguarding leaders, practitioners, MASAs, and people with lived experience from across the region.
Why this matters
There is strong commitment to fairness and inclusion across the North West. However, this is not always reflected consistently in practice. Differences in understanding, confidence and system approaches mean that progress can be uneven. This work aims to bring greater clarity, consistency and shared learning across the system.
What we have done so far (Phase 1)
From October 2025 to January 2026, we worked with partners across the region to understand the current picture. This included:
- Speaking with safeguarding leaders and practitioners
- Reviewing data, systems and governance approaches
- Hearing from parents and carers
- Drawing on research and good practice
This has helped us build a clearer picture of strengths, gaps and opportunities for change.
What we have learned
Phase 1 highlighted that:
- There is strong commitment across the region
- Confidence and capability to put this into practice varies
- Governance and scrutiny do not consistently address inequity
- Opportunities for shared learning and participation are limited
As a result, activity is often fragmented rather than part of a joined-up, system-wide approach.
Phase 2: our focus
From February to June 2026, we are focusing on building strong foundations for change. This includes:
- Developing a shared understanding and language
- Strengthening leadership confidence and engagement
- Improving how fairness and belonging are considered in governance and scrutiny
- Supporting more joined-up learning and collaboration across partnerships
Key milestones include regional engagement activity, development of practical tools and guidance, and opportunities for shared learning.
